Arrest records and court cases are public records. Anyone, journalist or not can request copies. How the sheriff conflated that into a crime of identity theft if mind boggling.
What he was doing was deliberate intimidation trying to scare off the newspaper and vice mayor inorder to protect the "reputation" of his friend the restaurant owner. Truth is, any damage to her reputation was her own doing - she committed the crime and there's no way around that.
Not only did the sheriff and his loser deputies violate the rights of those people, he killed that woman. No way to escape that.
He needs to be charged for her death and kept from law enforcement work forever.

It doesn't matter where the phone is or who has possession of it, the phone company has those records. The refusal to provide public records is actionable. Now that the KBI has been implicated as co-conspirators it should be easy to get the Feds involved. The governor is ultimately responsible for the actions of the police officers. Ask governor Stitt if he will do the job he was elected to do or if he will adamantly refuse. I guarantee he will not do his job. The governor needs to order the attorney general to bring charges. The Pennsylvania State police are as bad as the Kansas police, they will try to hide information as well and slow walk everything that makes them look bad. If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same; or
