It happens all the time. The reason why more Clearwater Police are not charged or sued is because many years ago the City of Clearwater voted to put a cap on how much someone can get in a lawsuit for ANY crime committed by a Clearwater police officer against any citizen/individual no matter how much damage or injury happened to the citizen and even if it is permanent damage and that cap is $150,000.00. The only way you can sue for more is if they unalive you. What does a $150k cap mean? It means NO attorney will take your case. They won’t make enough to pay themselves for the work they have to do suing a police officer and/or department. There is no case without an attorney to represent you. THIS is why the Clearwater Police are not sued all the time. The only thing a citizen who is harmed can complain is to file a case for an internal investigation to be done against an officer so the police can investigate themselves, rule on the investigation, and let the victim know the outcome. We can all guess what the outcome will be. A LOT of cities have low financial caps set up for their police departments because the cities don’t want to clean up their police departments nor do they want to constantly pay compensation to people hurt, violated, harrassed, or permanently injured by cops doing whatever they want. This is the reality.
Once the sheriff said that the detective was the president of their police union, I was no longer shocked or even surprised by the crimes he committed.

8yr old Zachary Bernhardt went missing from Clearwater in the year 2000. Chief Slaughter wasn't able to solve this case as he wanted. Maybe, Chief Gandy can order a new look because tons of information has come forth in the past few years. FDLE still has the case open and an active Amber Alert is still in place.
He'd be 32 years old now. No closure is possible
@@maplebear6527There can still be closure. We have been investigating this case of Zachary Bernhardt for 3yrs now and many things we have uncovered point to him being alive. Possibly living under an alias. We have testimony from people that indicate some of Zach's family may know or have known where he is. All this information has been passed on to the Clearwater PD but to our knowledge, nothing has been followed up on. Closure can still happen for the ones who truly don't know what happened to Zach or where he is. They live in pain and sadness everyday he is gone. The police need to assign some detectives to this case and take a fresh look.
Residents of Clearwater will have to start making a big deal about the case for them to re open it unfortunately

What the narcotics detective did was place a "deconfliction order" into the FDLE OR HIDTA (DEA/HSI) omputer system. For instance if a drug dealer is under investigation and gets pulled over for speeding - the officer pulling him over will see the deconfliction order and not initiate an arrest which would spoil the investigation.

Typical behavior
While in Safety Harbor Florida I was approached by 2 sheriffs. Was asked to be ID and I refused he said I wasn't allowed to be there, I said show me he walked me past a sign through a gate into a park to another sign and said see, I said I wasn't in here I Was out there where there's nothing. He asked if I was going to ID or no I said no, so he said I was under arrest. While taking me to his car he asked what my problem was and I said you guys killed my father less than a 100 yd from where we are. went from giving him a ride home from the hospital to in cuffs dead within two miles, While putting the cuffs on he asked when it happened and I told him and his words were "maybe you should get over it." I thank God I was able to see it for exactly what it was it was, bait. He wanted me to resist arrest He wanted me to pull away give him a reason to slam me or whatever he wanted to do.
When I tried to file a complaint,
I was gas lit as in I was the one that needed to go get emotional support or therapy. When I was the one who refused to surrender my fourth amendment And didn't react when the cop verbally stepped out of line, I was fishing doing nothing wrong. Narcotics and president of the union. You can’t make this shit up.
Life. No parole
Thanks for that very informative comment I was unaware
