maybe you can create bootable using rufus, there is an option to bypass tpm and minimum requirement in rufus under image option select extended windows 11 instalation. if this way not work, try create windows 11 usb bootloader using media creation tools, then look file apraiserres.dll then add .bak after .dll name, and boot from usb. i sugest clean install in old device for better driver and configuration suport, better disable windows defender and edge smart screen to save ram resources and keep using paging file in ssd.
