When I have stuff that won't stand, I make a small, flat pouch and fill it with polypellets and sew it inside the bottom of the doll. I had a very resistant owl once. I pinched a bunch of small clam style fishing weights on some yarn, whip stitched that in a spiral pattern to a bit of fleece and sewed a second piece of fleece on top. (So the weights were extra secure). Then I put that across the stuffing in the bottom and sewed it closed. A bit ridiculous, but I was tired of the owl falling over.
