In the Midway games timeline, Scorpion kills Bi-Han as revenge because Bi-Han killed him twice. Once as Hanzo Hasashi in the temple of the elements and secondly as Quan Chi's spectre in the Netherrealm.

For those wondering, it was actually Quan chi who killed Scorpions family and clan disguised as Subzero. Bi Han almost convinced Scorpion of this but Quan chi showed them the events of that night as Bi Han was telling Scorpion it wasn’t him but scorpion in his anger killed bi Han and later realized his mistake.
The Raiden part made me want to cry for him. Bc he was right. Wasn't even mad ate the fact that Scorpion killed him due to the rage of his lost family and all Raiden could say is "for that he lost my trust" instead of just giving him Quan shi's head on a platter. Raiden was truly one of the most blatant dumbasses in the game making every possible mistake happen causing half the characters to suffer on a constant bases
I mean, Quan Chi was already dead, thanks to Scorpion, and it all could've been avoided if Bi Han wasn't such an asshole to provoke Scorpion into taking him to the Netherrealm. They would've had their fight right at Shang Tsung's palace and Scorpion would pretty much honor his deal with Raiden.
Bi- han wasn't evil simply misguided to do evil, but he loved his brother, it shows how deep down he's proud that his brother became a better man then him, and overcame the corruption of the clan.
