Most likely human error. Military helicopter pilot thought they had airliner in sight. Pilot might have mistakenly saw the wrong airliner. Supposedly there was an airliner taking off from runway 1R that helicopter pilot thought was the landing airliner landing on runway 30.
The DC airport management has been very good and has No accident for 15 years! It's not their fault that the military helicopter personnel was not careful and flew straight to the 64-passenger plane!

It is my opinion that the Military has been having a rash of crashes during training missions because they are aggressively pursuing a shift to AI and Autonomous Flight. The DOD has been actively been installing an AI Autonomous Flight system called Matrix developed by Lockheed and funded by a $6mil. grant by DARPA to install this system on all UH-60M Blackhawks. Has anyone, at least looked into the existence of this system on the crashed Blackhawks ?? This would be the most believable scenario. An Autonomous Flight gone wrong ??
