This is just a starter. The heat generated in the plasma when it's used in fluorescent lights cause the the metal strips to touch and "start" the fluorescent tube. Once the arc inside the fluorescent tube is stable the starter remains inactive for the rest of the lamp being on.

The globe in fluorescent lamp starters contain a gas such as neon or argon and a bi-metalic contact. In normal operation they are open-circuit and presenting a voltage (usually 120-240v ac) across excites the gas causing it to glow, heat up and cause the contact to close completing the circuit. This then heats the filaments at each end of a fluorescent tube for a few seconds before the contacts cool and re-open creating an inductive "kick" from the ballast/choke. This starts the lamp and if it fails the first time it repeats which is why old fluorescent lights flicker when they first power on. What's happening here is there is a power supply off camera and the globe is wired in series with the fan. Heating the globe causes the contacts to close completing the circuit and allowing the fan to receive power. It flows out the flame, the contacts cool and the circuit opens. No magic or "Free Energy" here. :)

This starter have 2 parts ; one is contactor switch (there are 2 metal electrodes and special gas like Neon inside of glass tube) and another part is capacitor. He cut the capacitor in first of the video then he placed this glass tube switch in series with fan and he feed 12 volt to this circuit I think. When we heat glassy switch , the 2 electrodes will expand and connect to eachother, so this switch (ON) can transfer electricity from power supply to the fan but when fan produce air flow by spinning, heat source become deactive and the switch will (OFF) cut the electrical connection between fan and power supply because those electrodes take distance from eachother. Sorry for my poor English

It's just a thermal switch. Just like an HVAC thermostat opening the switch from the battery source to the appliance. The "bulb" is NOT the power source.
