A lot of others actually do the art! Imaishi does some of them too, but Yoh Yoshinari, Atsushi Nishigori, Shigeto Koyama, and more also contribute! Nishigori actually did the character designs for PSG.
The art style was developed during the prodution, you can notice that a lot of the drawings are similiar to the final style. 0:23 is shading test, 9:36 is propotions study, 11:25 is eyes study. In 10:57 the study made is more obvious. A lot of the cartoons art styles are made during the prodution, it's common that almost none of the artists has the same art style of the show, since they have to constantly change their art style to fit the currently production they are working in.
You would have to study from the series imagens, but I think there must be some info about how the art style works (already see that for a game once). See if you can find interviews or people explaning how to do it.
they did own the license for psg when gainax wasn’t a studio no more but since trigger we’re making a bunch of projects, i guess that stops that. don’t know the full details really 🫠 but good news, they’re back
