I think it was the lightning too but you can see all the windows on the buildings doing weird stuff too. These gta 5 graphics videos are always riddled with graphical errors. This is actually one of the better ones I've seen even if the frame rate isn't great.

I wanted to get a gaming laptop to run gta v with a lot of heavy graphics mode,lspdfr and traffic and pedestrian mods and much more,i was thinking of dropping $2400 on a 3070 64gb ram 2tb storage ryzen 7 legion 5 pro but if i can run it with only 16gb of ram on a 3070 then should i just get that for like $800 less?

The company made 99.9% of the game, with a time and quality limit. The modders had 10 years and access to newer software to polish thing up.
