if you are still looking i found the answer .. if you are trying to download an app and doesn't allow you because it keeps saying "update billing problem" even though everything is ok on your end; then all you need to do is purchase a something small using apple pay that required to double press on the side.. and you are good to go then you are able to down load anything.

The problem is they keep sending this notification not letting me download and I don’t have any subscription and I don’t want any they keep trying to force me to pay for Apple Music and I don’t want to I can’t download nothing because they keep wanting a payment for something I don’t want I made a new account and they still tryna force it
