@@marcuseilum3324 Go to Apple Account , Media & Purchases, View Account then Purchase History , at the top it says Showing: Last 90 Days, Paid… Press that then go thru your Date Range, be sure to press apply which ever one you click & whatevers in red is what you owe apple. Ive made another comment on this post on that comment you should see the steps

There’s a cheat code on how to get pass this without having to pay anything (if u can’t) sign into another owned Apple ID account on the App Store that doesn’t have said problem and it won’t stop you from downloading apps or games but purchases you’ve made on said app or game isn’t there anymore because your using another ID, it works I’ve done it but there is that one downside
Edit: if your billing problem is that bad you won’t be able to update whatever apps/games you’re trying to, but you can atleast download the things you want with my method. And to help out in a way, another comment below stated if you do have update problems, 1. use the cheat code ^ I learned so you can re download apps and games and 2. then delete the app or game you wanna have updated…then re download it, and it should be updated. That method was provided by someone a few comments below

Yeah a lot of people doesn’t know this but you can simply create another Apple ID but a different phone number so u gotta change your contacts again
I know it’s very annoying but that’s the only way
Also I hate apple they should be fixing these kind of issues not making another iPhone for their marketing purposes

it worked for me! Had to confirm my account and verify it with the new email that you are using for this alternate apple ID and you are ready to go, but what I can't do is to update apps :/

To anyone having this problem and this method didn’t work, If you just need to update apps you can go to your iPhone storage & offload apps & reinstall, it won’t give you that error. If you need to download new apps, for me I could use another Apple ID but this only worked for like 2 days then it gave me the error again
