I Challenge Birminghams Clean Air Zone

  • As a Brummie born and bread, i must confess that i do not totally disagree with the idea of cleaner air in and around our city.
    In fact its about time we paid more attention to Mother Nature all around the globe, what i do sisagree with is the idea of a blanket ban on all diesel vehicles that have been manufactured over the last 40 years & all Petrol cars built over the last 25 to 30 years.
    Every vehicle in the uk has to be presented for an anual MOT test that includes the testing of the exhaust emissions.
    Each and every car should be judged on its own merrits and not on the philosophy that it is too old.
    Her i aim to prove that my Vehicle is Clean Aair Zone (CAZ) compliant and should be allowed to traven in the specified restricted zone.
    Should your vehicle pass or fail the emissions test then this information should be recorded digitally on to the dvsa system where the AMPR cameras
    can recognise a clean or dirty car and apply any charges or not.
    Secondly it should be recorded on the MOT pass certifficate that it has passed or failled the (CAZ) requirements, that way the owner of the vehicle is aware of their emissions status.

    Basically what they are saying is, it's ok to pollute as long as you pay to do it.

    I have an older car. I had a few days work in Birmingham. I'm self employed. I got caught by the Birmingham Clean Air Zone, which I didn't know about in advance, and which is badly signposted. Once going in and once going out a few days later.
    I received the PCN. £60 if you pay in 14 days, £120 if not. I appealed immediately but they rejected that and charged me £120 per occasion. £240 'king quid!
    The 14 day period was not paused by the appeal! They are really milking it. You can only appeal if you want to risk paying the £120.
    Please try to avoid spending any money in Birmingham. Ideally, don't visit. I would like it to cost them more than it cost me, the charmless, money grabbing s****.
    Such a shame. I like Birmingham and the people there.

    I've just been charged £60 for dropping my sister off at the national express coach station on the outskirts of Birmingham. I was there for less than an hour! Wasn't even aware of the eco rules and I reckon "The Peaky Blinders" would be jealous of this extortion racket! Love your Chrysler by the way, didn't know they made an estate model 👍

      I so happens that I work for National Express, so I thank you on their behalf for your custom but the coach station is well within the CAZ. So sorry but due to the amount of warning signes out there …… they have got you.
      The Chrysler is called the C300 Touring, as they don’t use the estate word lol. Glad you like it.

    Another thing is that, even if your vehicle is not compliant and you have gone in this zone, and you decide to pay, and as long as you pay you can drive around within this zone all day for that day that you have made payment for, if the council or the government were really serious about it being a clean air zone then how does this make sense that you are allowed to drive in there for all day as long as you make payment, and that payment is £8 for the day as long as it’s paid within the first 5-7 days and once it goes over this time the payment of £8 pounds turns in to £60 plus, this is just another way of taxing people and to devalue the property so the people who are interested in the city centre properties can buy them cheaper.

      I can see where you are going here Mohammed Rizwan, if its all about clean air then why allow any venicle into the designate CAZ.
      Your other point concerning the aquasition of City Centre propertys at reduced prices is a topic to consider as we know that many city centre businesses will at best struggle and at worst collapse under a mounting of debts.

    i'm poor and my family spend more on diesel taxes that food. ..about £400 a month. Considerably more. My employer demands I have a car to the warehouse and they do not permit you to live close (as is with most warehouses they are not near residential- they actually buy up thousands of acres around the warehouse so they can call themselves carbon net zero.) I only go to Birmingham to help out people poorer than me and I have to sell things like old phones, shoes and clothing to pay these extra taxes.

    you can apply for a compliance certificate from the dealership or the manufacturer and you should be able to electronically send this to Birmingham CAZ department and register your vechicle for exemption which takes about ten days, if you want exemption in other cities you will have to register providing a copy of the certificate.

    Basically poor people who cant afford new cars will pay, and rich people with brand new cars, even if its V8, V10, V12 engine don't have to pay a penny

    Great content! I have just been charged an extra £60 in a penalty for leaving the zone past midnight. I had already paid for the previous day and was unaware that to leave the zone you also need to pay. I wish they made it clearer, now stuck with a penalty charge. It seems unfair.

      @@khhaos865 I'd refuse it mate, I paid for the day as I didn't account for passed 23.59. The more that refuse the more they will stop harassing people, they simply wouldn't have the capacity to chase everyone.

    Hi I’ve just moved to Birmingham I had a mini which does not pass the clean air zone. I live in town and I’ve been trying to apply for my exemption they needed loads of documents and 3 weeks later granted the exemption. In that time I did not pay for the charge and I have been hit with 8 PCN fines. This is an insane amount of money I am only a student what should I do? Any advice would be greatly appreciated

    Am so anoyed only came to pick my daughter's wedding outfit. Then i didn't know anything about clean air zone. Fair enough that bit is my fault for not knowing. So i didn't get the penalty letter now i have to pay £180. I just wana cry what the hell is this single mum who is already struggling to pay her every day bills.

    Great video, all cars are different however as long as every not is showing we are below the level there should not be a problem also I know drive 3x the miles to get somewhere to avoid the charge...... Great for the environment right..... And I'm not passing through the city centre I only want access to the motorway without being charged. Absolutely ridiculous

    Thank you for this video, I have received a fine after paying for a charge but did not realise it is per day therefore they are claiming I never paid as I left birmingham after midnight. They're literally charging me £16 for 6 hours which I thought £8 was already bad enough. Now they want to fine me and treat me like someone who didn't even pay.
    The question I have is that under common law these legislations are not lawful but a statute and act. All these legislations are only applicable on commerce. Are you familiar with any of this?

      Firstly let me thank you for watching and commenting on my vido, i do appreciate it.
      Now as far as legislation is concerned it is a little confusing as there are many oppinions on the subject, i do not beleive my self to be qualified enough to advise anyone on what action to take as this could result in heavy fines.
      What i do beleive is that in order to challenge the local council on this matter, one would require substantial financial fund's which makes it almost impossible to the normal man on the street.
      My personal response to the CAZ is that although i live but a stones throw away from Birminghams City centre i just refuse to travel there in any way shape or form.
      I hope you resolve your situation without too much trouble.

      @@regbirmingham624 thank you for your response. There is a lot of research I need to do however, I'm of the understanding that these are statutes and not laws. This is a statute masquerading as public health, I complied and made a paying charge however for 6 hours they wanted me to pay 2 day charges as it was passed midnight. Using common sense, how is this double charge helping the environment. All it has done has stopped me from going to Birmingham again. But you are right that these things are really convoluted and can he expensive. I intend to keep it simple, await the bailiffs at my door and contest it and see how it ends up.
      We was originally told diesel has better emissions and cheaper fuel now we are persecuted for owning and travelling in one. They keep moving the goal posts and changing the rules but until we stand up to this nonsense it will persist.
      I hope you have a swift resolution to this, totally unfair living so near to the city centre.

    Beware everyone you will not get refunded if you put in the wrong license plate or date, no measures have been put into place prevent these every errors that we humans make, this is obviously deliberate profiting those who are in error despite their circumstances and reasons for having made the error . From legal standpoint this is in every sense illegal.

    Nice clean car I've just been hit with Another £60 charge for forgetting to pay the £8 daily charge how do they justify £52 more then the original £8 charge for forgetting to pay more then 6 days after driven there absolute joke they should atleast allow 28 days to make payment 6 days nowadays being so busy feels like a 2-3 days, any luck with emailing or pursuing this any further

      Thank you for watching and thank you for your comments, i can only simpathise with you on your fines as i beleive that the local council are building up unpaid charges on their own vehicles and yes it will be the residents of Birmingham that will end up paying those fines.
      As for my challenge to the CAZ, i have posted a video on the conclusion of the CAZ challenge. Having received the email that highlited the emission requirements and also i understand that the council intend to close down the Queensway tunnels, i think it may be impossible to enter the city centre by car sometime in the near future.
      To top that off the grapevine tells me that all of the clean air zones will be replaced by Zero emissions Zones, if this is true then only full electrics and hydrogen vehicles will be allowed free of charge. The Hybrid owners will go nutts, with this in mind i gave up the callenge.
