@@user-gb2mh4ey3m This circuit might reach the voltage you need but the moment you put a load on it (battery pack) it can not sustain the current to maintain the voltage. The voltage as printed on the capacitor will only tell you the breakdown voltage of the component but has no influence on the circuits performance. Current(A) and voltage(V) are intertwined to deliver what you need (Power) but won't get from this circuit with all its design flaws like a missing flyback diode.
