I Paid $80 for a BROKEN PS4 and Got Scammed | Can I Fix It?

This PS4 was purchased faulty on Ebay for £60/$80. The listing stated that the console powered on to a white light, but didn't display anything on the screen. I thought that this would be a much better purchase than the previous Blue Light of Death issue, but I was wrong.
