How is the rough gold texture or look achieved?
You are seeing the result of multiple segments of leaf laid over a tacky medium (gold size). The imperfections are the creases of the leaf, the jagged seams, and mottled scratches that are a natural effect of the medium. Gold appears as a mirror from the opposite side of a water-gilded piece of glass. It takes on other characteristics when surface-gilded, which is this process. The gold size allows one to embellish with indention or pressure, and is inherently prone to the look you see here. Instead of doing something like engine-turning they have left it relatively smooth, having been tamped and brushed away with a squirrel mop to achieve uniformity. It would then be varnished or clear coated.
And the finger oils sealed under the clear will tarnish in time.
