It's easy. The leaves are just green painted, two leafed "flowers". You'll make a bunch of leaves and flowers in a batch, then assemble them into a ring with additional wire and floral tape. The bit in the middle of the flowers was just a little seed pearl.

Gorilla Wood Glue works the best for this. It's very viscous and creates a nice, durable film that won't collapse/pop while drying. Once dry it's clear and very smooth. It holds up to vigorous tapping and shaking when wet. I wasn't able to get the film to collapse no matter how hard I tapped. Works well for getting the excess glue off. I tried Titebond 1,2, and 3 and that didn't work at all. The film collapses at the slightest breeze. My Home Depot stopped carrying the usual Elmer's Wood Glue so I'm unsure if that will work.
Instead of wood glue, if you find that too tricky to work.. try to dip it in liquid contact cement, then once the first layer dries dip it again, let that dry and paint with polish.

I wasted a whole bottle of glue. I’d get some petals dipped and put on floral foam, but when I came back, most had popped. So, I tried to put on the second coat of glue on the ones that didn’t pop and it made the surface too heavy, causing the petal to tear. I have to try alternative ways

Try Elmers Glue-All. I've not done these but have read FB posts about this. They said the wood glue did not work for them either but the Glue-All did.
