The road conditions are pretty good from delhi to Aut tunnel, you will get 10-15kms of road construction near aut tunnel rest is very good. And Aut to banjar valley's roads are also in decent condition.

But according to your requirements Dehradun could be one place for you as medical facilities are present there easily and the environment is also clean. Also, you can find home stays on your own on booking.com, and to get the idea of how you can book such place, you can watch my video on how to book hotel/hostel
Hanji sir, the lady I interviewed was working from Heritage only... but they didn't have a proper monthly package then... so you can contact bharti sir and ask for the package, many people went there after watching this video as they provided good monthly package!
