I don't think there is questioning for dependant visas. They are legally eligible to work in this Canada (full time / part time). No constraints

Both are contrasting. Any city with less jobs will have less cost of living..Montreal, Calgary and Alberta have reasonable number of jobs and low cost of living..

If you've a PR, there is no such limitation on hours. You can work on multiple jobs. However students can't work for more than 20 hours a week

Don't target for minimum. The competition is quite high for PR these days. To achieve a cutoff score of around 460, IELTS score is very critical...8 to 8.5 in IELTS will be a game changer..
