So 1st I Expose for the Background or Ambient Light, then set my Flash Sync Speed and adjust Power Level accordingly.

What camera are you using that can sync a flash with a 1/8000 shutter speed?

Did you have to use HSS

Yes I had to, because my SS was 1/8000s (when the aperture was the widest, f1.4). When the SS is higher than the cameras sync speed (typically 1/200 or 1/250s), we have to use HSS.
