I totally agree: Wallace always gives me troubles at the PWT. Starmie is incredibly fast, Milotic special defensive and can burn your phisical attackers, Sharpedo with the Focus Sash, great attack and priority Aqua Jet, Walrein difficult to take down, Ludicolo difficult to attack super effectively and with rain dance. Only the special variant of Swampert isn't that good. Amazing opponent anyway.
The next type: Dark lol There aren't many trainers for each type I think you should change it to a top 5 list. You basically gave us all the water trainers. You can make it a list from worst to best

I want to note something about the Black2 and White2 teams that you possibly have got wrong. "There can only be 3 pokemon that appear in battle" That is actually not true. If I remember correctly, all the PWT gym leader teams can be in ANY battle format, depending on your choice. Only in Single battles, you will face 3 out of 6 of their pokemon. If you go in a double battle or rotation battle, it's going to be 4 out of 6; and if you pick triple battle for your format, then sorry you are fighting their whole team all 6 pokemon in one match. So it is possible for them to have a very dangerous combo, especially in double and triple formats when they can do multiple moves in one turn.
Will you be taking into account Emerald Gym Rematch Teams? Also I'm guessing you are exluding downloadable tournaments (those where Sabrina Has Mewtwo, Falkner - Lugia etc)?

The hardest water type fight I ever had was in the fan-game Pokémon Reborn against its water type gym leader Amaria.
