As far as I know, you can borrow a new bike immediately.

Please contact nextbike. That's the company that operates the bicycles.

Can i return the bake after 1 hour of drive for 1.20€ or do i need to pay the 14€ for 24 hours

You only need to rent te bike for minimum of 30 minutes for 0.60 € a hour. But if you need the bike for 24 hours you would pay 14€ instead of 28€ (0.60€ * 48 = 28)
