Once you set it up as an adult account then turn off screen time, you can’t set it up as a child account anymore because there is no “Turn on screen time.” It’s a completely different screen.

The only way you could truly do it with an iPhone is if 1) an accountability partner has your restrictions code AND 2) they also have your Apple ID and password. But most users won't want to hand their Apple ID and password over to another person.
I've definitely done that before--just type in some random number, re-enter it for the confirmation, and then trust that I'll forget it almost right away, which I always do. Then I actually have to enter my Apple ID and password if I want to turn it off.

Unfortunately, you can't. The Apple ID reset was implemented in iOS 12, probably because so many people were needing access to their full phone functionality after setting "permanent" restrictions. The absolute, most-strict way to prevent access is 1) let an accountability partner set your passcode, and 2) let them also set your Apple ID password. These are the only ways you can truly take the issue out of your hands completely. Without doing that, the filters *are* still really helpful, but you'll always be able to turn them off if you have your Apple ID credentials.

It helps as long as you set the restrictions and allow them to work. But if you're dead-set on watching porn, no filter will stop you.
