Shifting or Non-shifting Hajj Package?

Both the terms: "shifting" and "non-shifting Hajj package" can sometimes be confusing. While non-shifting is always ideal - many Hajj Operators are offering the "Shifting Package" - (mainly to achieve better value for money).
