I think those two loud explosions were the two passenger-side tires blowing out. They weren't in the direct fire for a while so they would heat up, and when tires heat up like that they build up a lot of pressure inside until they blow out and they make a loud boom.

I seen a lot of things from that room. And that was one of the, funnest. The next best contender was my other heroin addicted neighbor arguing with her friend bombed out dropping her off after hitting 4 cars as she was driving up the street, then 5 more down the street after she took off. Eluding involves the willful evasion or fleeing from law enforcement trying to detain you. I think it's safe to say that a guy who didn't even realize his car was on fire also was not aware that the police were behind him. If you genuinely can argue that you didn't realize they were after you, the won't get the charge to stick.
Which is why, is you are ever dumb enough to flee, and don't want to face the consequences, insist that you didn't know they were there. Or at least don't admit that you did. If they were rolling up beside you yelling you to pull over, or you obviously accelerated when the lights came on and fled at high speed, they will still convict you, but if there is any chance of arguing that you just didn't know, go for it.

For others who deal with burning cars, some of the early pops are the windows. Yes, car windows pop when the are burned, it’s the inner stresses in the glass bursting. The larger booms are the tires increasing in pressure from the heat and finally exploding. Unless there are pressure tanks in the vehicle, with faulty pressure relief valves, it is very unlikely for there to be an actual explosion. The gas is already on fire, as that is what was ignited, probably after some hot metal penetrated the gas tank, so no vapors to suddenly detonate. And since the gas tank itself has already been punctured it can not build any pressure up to explode. So the officer that was worried about flying metal, was fairly incorrect, as an average car fire, will not explode, like the ones in movies do, since they have some explosives in them, and your average driver usually does not. Though it is always good to be safe and keep distance from a burning vehicle, simply due to the toxic fumes of the burning plastics.
Keep safe out there, and these officers, beyond believing a few myths, did a great job.

You too actually violate some specific law in most states. They cant just look at you and say "yeah, to seem too old, we're just taking that license from you". They could be arbitrarily abused by people in authority. Why do you think they have been talking about periodic retesting of elderly people? They way you can at least revoke it if they fail to pass the test at any time. Right now they can't do it until the driver commits enough violations to get enough points to have the license taken or suspended. For everything, I don't think anything this guy did would even gain points. Maybe a Negligent Operation? Possibly Failure to Yield if that's a thing in that state. None of those will get a license revoked.

the explosions are likely the tires, remember heat goes up and the tires are at the very bottom. there were only 3 explosions and he was missing 1 tire so it adds up. it also didnt sound like a flammable explosion, it sounded like something under pressure like when a tire or inner tube pops. also tires get really hot when driving so they are meant to take extreme heat for a while and tires on most cars can take over 100psi without bursting so if the tires were taking forever to heat up like you would expect that would also explain the amount of time before the explosions as the fire spread.

He did have a plastic bag with money in it in his left hand, but it fell to the ground (1:30) when the officers were helping him away from the burning car. If this gentleman was young and sober, but so out of it that he didn't notice the fire or the police following him sooner, I would seriously question his ability to drive. "A block or two, I think."
When I leave the service location I follow the groove in the pavement for *MILES*. I think the furthest one I was able to confirm was over 20 miles. I found the place they 'think' their tire blew and find a huge chunk taken out of a curb and a bent street sign that lines up perfectly with the dent in their bumper/fender/door, complete with the same paint as the car.
