Where did you find that manual at the beginning? Because as far as I know, there was only a single demonstrator model of the Hurricane capable of Hi-Lo. I can't remember all the details, but I believe it wasn't even made for the US but for someone in Australia, oddly enough. I think there was an audio-only recording of it made as well.
There are videos of ACA Hurricanes doing the attack signal. Additionally, just because you've never seen a siren do a particular signal doesn't mean it can't do it.
Also just a sidenote if you want to find the frequencies of a siren. Port*Motor Rpm/60. For instance the hurricane runs at 3585 because of the capacitor iirc. So the frequencies are 478 and 597.5
Create a new synth called ACA P50 like for a reason like a rotator one and then you have to do the cyclone and then in the be and you have to go P10 and p15 four reasons
The CD1-107 and CD1-109 models both had solenoids but the CD1-109 also had the ability to do yelp by applying DC power to the chopper motor The most common hurricane variant is the 8/10 CD1-103 and it didn’t have solenoid code valves or DC rotor breaking

Supposedly, but I haven't personally seen one. It was listed as an option in the ACA Hurricane operation and service manual.
