There’s many places to access to the beach the is flat then just walk to the cliff area to the best results. It is allowed to fish from Torrey pines beach to Oceanside beach but Encinitas ca from san Eligio beach to Encinitas Blvd it is a reservation so the rules change . But from Encinitas Blvd to Oceanside California you are free with no difference of rules to fish no mater in front house or over jetty just don’t enter to any private property
At this time of the year any rig works all works well but for summer i use the y rig or fish finder rig because fish can be picky. Jetty hi low is the best
