It's pretty cheap to make them. Berkley has a starter pack for $20 that has enough hardware to make 15 harnesses. You then need a spool of line and hooks, so let's say another $30. So that's roughly $3.50 per harness. If you wanted to upgrade the blades to custom painted ones, it's probably going to be closer to $6.50 a harness.
