I'd argue that the sexy henchwomen thing works for Penguin, at least more so than Mr. Freeze. Having a high-end club an running it as he does, it'd help to have a force of competent 'eye candy' that can serve as eyes and ears keeping tabs on Gotham's elite while being able to serve as security as needed, really fits in this case.

People who could identify with his misanthropy. Or like ice villains, some minor ones. Maybe one girl who's dressed like it's really cold. Like the Joker mostly just had Harley. The ones in the freeze episode were more like a Halloween costume of people dressed for a cold theme.

Roxy Rocket is a fascinating character, for a number of reasons, and if she'd debuted earlier in the series she could have become almost as popular as Harley Quinn. What I like about her isn't just the fact that her rocket fits right in with the steampunk/neo-Deco style of the animated series (though if she really existed she'd probably be something less fanciful and risky, such as a skydiver). There's also the fact that, unlike most of the other members of the Rogues' Gallery, she isn't afraid to die, and in fact would prefer to be dead than have her inhibitions restrained. This gives her a modern edge, even if her tastes are a little old-fashioned.
Roxie Rocket was one of the most criminally underrated criminals in Gotham. She only appeared once in this series, once in the Superman Animated Series and, I think, a spinoff series focusing on the Birds of Prey that never aired. Pity she never had a chance to shine or become as popular like Harley Quinn did.
Didn’t she make an appearance in a JLU episode as a pilot of a spaceship? I remember that she wasn’t committing any crimes in the episode and giving a few JL members a lift to a distant planet as a taxi driver.
Roxy Rocket manages to crank the innuendos up to 11. Even in a series that's known for female characters that the fans really get excited for. In more ways than one!
That Penguin interrogation scene is my favorite. Having that tommy gun pop out of that umbrella holder was epic and Batman threatening Penguin over the balcony was chef's kiss. Love it!
Also, I don't mind that Penguin was given Playboy Bunnies as minions. It works for this character since he's basically Hugh Hefner if he was an arms dealer. Besides, at least they aren't ninja geishas with Lady Deathstrike claws. Seriously, what was up with that?
I felt that Penguin's Waitress Henchgirls actually fitted his character very well. Underneath his charming facade, he's kind of a dirty bird, so of course he'd want minions he can oogle at leisure. Mr Freeze's Ice Maidens, though, were completely out of character for a man who only had eyes for Nora, and was well past having a libido by Cold Comfort.
This episode hits differently when you watch as an adult😂😂😂 Also the only reason the farmer brown truck appeared was because the director was given the script for "Critters" at the same time Batgirl's "sources" were reused in the Return of the Joker flashback
The action sequences in this episode are breathtaking. I love the exciting dynamic between Batman and Roxy Rocket, especially in the third act. Cool little nod to Farmer Brown as well.
Poor Roxy. The girl just wanted to get Batman's attention with life-threatening skills, receiving only a pair of handcuffs from him. At least it's possible that Nightwing decided to visit her on Bruce's behalf to comfort her...
The last act saves this one for me. Nice seeing the new Penguin is still dangerous (I wish the movie Iceberg Lounge looked like this instead of just a regular club). But before that, it's similar to the Firefly instalment in that there just isn't anything more to the new villain besides their gimmick. What made the original series great was how they were able to show us who these villains were as people, but the New Adventures doesn't do that as much. Still, once this episode really leans into Roxy's kink at the end, it gets fun. For consistency, I wish they maintained that level of fetishization in all her appearances, but they toned it down.

This character does a cameo in one of my favorite animated Superman episodes. The one where Superman has to cosplay as Batman and beats the crap out of Bane.
I always like that the Penguin has henchwomen as it not only sets him apart from most of the other villains but as many others pointed out it fits for him being a rich nightclub owner and an underground crime kingpin as no one (for the most part at least) will suspect him of doing anything shady if he’s got a bunch of sexy women around. Also this is actually something he does in most properties that have him as a nightclub owner such as the comics and video games. Arkham City and Arkham Origins are a very good example of him employing women to do his dirty work behind the scenes. Plus as you pointed out it is a change of pace from all the guy goons we get. It can be a bit stale and tiring to see a bunch of macho like guys (especially dumb ones which appears to be the common thing for many of these henchmen) always working for the villains. Having a bunch of women is a breath of fresh air in a sea of testosterones.

Yeah, I guess the risque elements of this episode were hard to ignore, but I like the Roxy Rocket character is spite of that. When I first heard the name, I imagined a sci-fi circus performer getup with a giant jetpack, but the aviator design and rideable rocket work better for her anyway. Plus, the idea of a former stuntwoman turned adrenaline junkie thief is a fun concept on its own
Damn, even though the DCAU is already full of s*xual innuendo, Bruce Timm really went nutty with this episode, especially the part where Roxy screams numerous times "YEAH" with absolute excitement as her phallic-shaped rocket explodes. I bet this episode is one of the biggest examples that Rorschach gives while explaining how morally cursed society is.
yeah well maybe it's just me but I think that Roxy Rocket was Timm's version for Xenia Onnatop from Goldeneye, then again maybe I'm reading too much into this.

Penguin has the best excuse for his redesign, IMHO. I can see him getting plastic surgery on his hands and slimming fown to better sell his "reformed" self, while keeping the nose to hint he's still not ashamed to be who he is.
Not really sure what the complaint is about Penguin having a few henchwomen is. With Mr. Freeze, you had a point with it being odd, not entirely fitting Freeze's earlier appearances (again, neither did the episode itself). With Penguin, though, it makes perfect sense since he has some muscle hiding in plain sight and fits his goal of being outwardly legitimate while not having to have two separate staffs, one for each kind of operation (legal and illegal).
Walter is just knocking it out of the park each episode like every damn time! Thought I wouldn’t enjoy this season as much once were outside of the original run…but the insights he’s bringing to the table make it worth it. Great job man. A lot of hard work for our benefit!!
One thing I remember here is how Batman remained unfazed while her rocket speeds its way to the cliff. Just like Roxxy, I did feel a rush thinking how will he get them out of that mess? I was young back then so I'm easily impressionable.
Here's some food for thought: Bombshell Harley Quinn rides a rocket and has a bomber jacket. Both have that classic pin-up model style paying homage to the classics and both are in theme given BTAS's Gothdeco vibe and Bombshell being set during WW2. To this day I swear this is a nod to Roxie Rocket. This is honestly one of the absolute favorite episodes in the DCAU, from the music to the pacing, and honestly just how fun it is. Roxie herself is absolutely infectious and in an alternate timeline could've easily taken the place of Catwoman. To this point in the series, there was never really another female villain that could keep up with Batman, let alone take him down a peg (in Roxie's case TWO). Both Selina and Roxie gave Batman the rush, the chase that we find he's always looking for, and although Selina and Roxie could resort to violence, I wouldn't call them "murderers" or on the level of other characters like Poison Ivy or Harley even. I think Roxie brings out a different side of Bruce, something that I feel like Selina doesn't, it's not the same kind of "thrill". Selina is the "safe" option in a lot of ways, where as Roxie is the.. dare I say it.. "risky" option. But I think that's what's so enjoyable about the dichotomy between these two characters, it's Batman being put in an uncomfortable position, having to bring out parts of him that literally no other woman has brought out in the ENTIRE series up until this point.
I watched this episode when I was a young lad, found it highly entertaining, but the moment my ma walked in at the sound of Roxy's frequent use of "Yeah" as if she was reaching a climax, that got her eyebrows raising. And I'll never forget what my ma said: "Jaysus, did that woman say what I think she said? This is a bleedin' kid's show right? Jaysus, the sort of things they put on the telly these days!" Such was the life of a Irish child in 90s Ireland.
Of all the useless suddenly appearing female henchmen, I will admit that the penguin girls had my favorite design. Cute and kinda silly in a very comic book way. I could have seen them becoming more interesting as, maybe, working girls who have a job with way too many benefits to walk away from and so end up as a 9-to-5 recurring henchwoman deal. Even working with batgirl because they're not evil, just good employees.
Penguin Thungs nether bothered me cause it fits the who aspects of Penguin running iceberg lounge. Mr freeze henchwomen dosnt work cause Freeze sometimes work alone and use hench people for help.

When I was a kid, my parents got box sets for all of the DCAU series for all our various road trips. We watched this episode once, and I never understood why they forbade me from watching this particular episode afterward. Guess I understand now. 😂
It’s episodes like this and they make you worried about your parents walking into the room completely out of context of what’s going on in this episode and you’re worried that you’ll be forbidden to watch that show ever again by your parents.
Now Roxy feels like a transplant of Yang from RWBY's character; the hardcore thrill-seeker. In a more serious-minded episode her getaways would get someone seriously hurt and she would have to deal with the consequences but it's still an interesting premise to have Batman trying to beat her at 'chicken'. Or for a darker take, seeing who has the bigger death-seeker tendencies...
Now I wish her original story was adapted into the show because more Selina Kyle? Count me in. Also roxy has black red shaded hair and a dimple. She's basically Mary Jane Watson lol.
Bruce Timm can lay the responsibility on the writers, but judging from his usual "interests", like his work on more adult "Batman and Harley" movie and the types of art books he's put out. He probably had more involvement with this episode's risqué moments than he would to admit.
The innuedos that roxy saids in this episode is so double entendre it kind of makes you wonder if batman was getting off on this as well too since he was so used to it by the Gotham sirens Poison Ivy, Harley Quinn and Catwoman.
You also have to remember when this show was on and how the execs wanted to tie as much as possible to the movies and so given Two-Face’s hench women in Batman Forever it made sense they would want to replicate that.

I meant she did make appearance in the main DC Comics but was heavily used much like Harley. She only appear in minor cameos.

Not really sure what the complaint is about Penguin having a few henchwomen is. With Mr. Freeze, you had a point with it being odd, not entirely fitting Freeze's earlier appearances (again, neither did the episode itself). With Penguin, though, it makes perfect sense since he has some muscle hiding in plain sight and fits his goal of being outwardly legitimate while not having to have two separate staffs, one for each kind of operation (legal and illegal).
Walter is just knocking it out of the park each episode like every damn time! Thought I wouldn’t enjoy this season as much once were outside of the original run…but the insights he’s bringing to the table make it worth it. Great job man. A lot of hard work for our benefit!!
One thing I remember here is how Batman remained unfazed while her rocket speeds its way to the cliff. Just like Roxxy, I did feel a rush thinking how will he get them out of that mess? I was young back then so I'm easily impressionable.
Here's some food for thought: Bombshell Harley Quinn rides a rocket and has a bomber jacket. Both have that classic pin-up model style paying homage to the classics and both are in theme given BTAS's Gothdeco vibe and Bombshell being set during WW2. To this day I swear this is a nod to Roxie Rocket. This is honestly one of the absolute favorite episodes in the DCAU, from the music to the pacing, and honestly just how fun it is. Roxie herself is absolutely infectious and in an alternate timeline could've easily taken the place of Catwoman. To this point in the series, there was never really another female villain that could keep up with Batman, let alone take him down a peg (in Roxie's case TWO).
Both Selina and Roxie gave Batman the rush, the chase that we find he's always looking for, and although Selina and Roxie could resort to violence, I wouldn't call them "murderers" or on the level of other characters like Poison Ivy or Harley even. I think Roxie brings out a different side of Bruce, something that I feel like Selina doesn't, it's not the same kind of "thrill". Selina is the "safe" option in a lot of ways, where as Roxie is the.. dare I say it.. "risky" option.
But I think that's what's so enjoyable about the dichotomy between these two characters, it's Batman being put in an uncomfortable position, having to bring out parts of him that literally no other woman has brought out in the ENTIRE series up until this point.
I watched this episode when I was a young lad, found it highly entertaining, but the moment my ma walked in at the sound of Roxy's frequent use of "Yeah" as if she was reaching a climax, that got her eyebrows raising. And I'll never forget what my ma said: "Jaysus, did that woman say what I think she said? This is a bleedin' kid's show right? Jaysus, the sort of things they put on the telly these days!" Such was the life of a Irish child in 90s Ireland.
Penguin's Henchgirls work better than Mr. Freeze's snow/ice Maidens.
Of all the useless suddenly appearing female henchmen, I will admit that the penguin girls had my favorite design. Cute and kinda silly in a very comic book way. I could have seen them becoming more interesting as, maybe, working girls who have a job with way too many benefits to walk away from and so end up as a 9-to-5 recurring henchwoman deal. Even working with batgirl because they're not evil, just good employees.
Penguin Thungs nether bothered me cause it fits the who aspects of Penguin running iceberg lounge.
Mr freeze henchwomen dosnt work cause Freeze sometimes work alone and use hench people for help.

I never really understood this stuff when I was a kid, although I guess I did chuckle at how she's always straddling a long, phallic object. As an adult...I actually think that Roxy Rocket is kind of hot

I remember that she annoyed the heck out of me as a kid. She gave off an "annoying fangirl" vibe to me (boy was I naive...or just young). I think it was mainly the part where she was ridiculously happy at the idea of going out with a bang with Batman. I was just like, "Wow, you are an idiot." XD

To be fair, I feel female henchmen works for penguin since they double as sexy waitresses for his lounge. If you are going to use henchmen, why not have them look good enough to entice men to visit your place to waste their money at?
Now the henchwomen for Mr. Freeze... I got nothing.
The henchwoman thing is probably to be foils to Batgirl, since having men and women fight was somewhat taboo in the 90s.
Ah, the episode that featured a scene or two that raised a few eyebrows....along with some other things depending on your tastes.
Man I remember the first time I saw this and that awkward moment when I realised how happy and satisfied Roxy was getting!
Roxy Rocket hits differently as an adult than watching this as a kid. Even though all the inuendo flew over my head I'm still a little surprised this got past network censors.

I think penguin having female thugs works really well, and is a lot better than Mr.Freeze inexplicably having them.
I could easily see Roxy becoming batwomen with that glider and combo it with her flirting with batman, I know that's not what they did but I could have seen that as an alternate way to do it

When I was a kid, my parents got box sets for all of the DCAU series for all our various road trips. We watched this episode once, and I never understood why they forbade me from watching this particular episode afterward. Guess I understand now. 😂

It’s episodes like this and they make you worried about your parents walking into the room completely out of context of what’s going on in this episode and you’re worried that you’ll be forbidden to watch that show ever again by your parents.
Now Roxy feels like a transplant of Yang from RWBY's character; the hardcore thrill-seeker. In a more serious-minded episode her getaways would get someone seriously hurt and she would have to deal with the consequences but it's still an interesting premise to have Batman trying to beat her at 'chicken'. Or for a darker take, seeing who has the bigger death-seeker tendencies...

Bruce Timm can lay the responsibility on the writers, but judging from his usual "interests", like his work on more adult "Batman and Harley" movie and the types of art books he's put out. He probably had more involvement with this episode's risqué moments than he would to admit.
Last I ever saw of Roxy was in Curse of the White Knight, where she was slaughtered among all of Bat's other rogues by Azrael.

I think Roxy's a fun character that should be used more. Then again, I suppose her character already had a, ah, pretty satisfying climax.
The most memorable henchwomen for the Penguin are the Kabuki Twins from The Batman (2004). Hell, they even appeared in The Lego Batman Movie !

The innuedos that roxy saids in this episode is so double entendre it kind of makes you wonder if batman was getting off on this as well too since he was so used to it by the Gotham sirens Poison Ivy, Harley Quinn and Catwoman.
You also have to remember when this show was on and how the execs wanted to tie as much as possible to the movies and so given Two-Face’s hench women in Batman Forever it made sense they would want to replicate that.
Roxy was one of the best and funniest villains from this series
Obviously it was Bruce Timm behind all the sexy henchmen. This is the same guy who had every woman including batgirl in love with Batman.
