Yes all states have them but only some states such as Oregon and Georgia to name a few respond in emergency mod with lights and sirens.

Aircraft Registration belonged to a now deregistered Piper PA44-180, but hey it is a game. GTA has the "human" response very accurate. Watched a video of a stalled car at night on LA freeway a while back. Driver walking around talking on phone, cars swerving.
