      When he says "Mr. President", he's addressing the President of the Senate, not the POTUS. We also cannot see the rest of the chamber. Aside from that, these speeches are not during normal Senate sessions. There are special time periods set aside for speeches like this by various Senators which will not be heard by the full assembly but do go on the Senate's official record.

    After the vote today in the Senate for more weapons to reward and cause more war crimes and deaths of innocents, I find myself so forlorn, disappointed and losing faith in our Congress and government to both listen to the people and to make right and moral choices.     We need to stop paying for Wars all over the World. Hate to tell you but American Seniors need help! SNAP has been reduced while food prices climb. Low Income Housing for Seniors is scarce, certainly not enough for the number of Elderly who need housing!

      I leave comments to the POTUS and VPOTUS at Whitehouse.gov regarding the genocide being perpetrated by Israel, for whatever good that does. At least they know I’m very displeased with their actions and inactions and I consider their rhetoric empty and misleading.
      My own Rep is often on the wrong side, due to being from a heavily gerrymandered state. So I financially support Representatives who are on the conscientious side on this and many other issues, even though they are not from my district, most not from my state. I do so for primary challengers I believe in, within my state and without, at all levels of government. I can’t give much each month, but every bit helps.
      I also financially support aid groups and independent media channels who give air time to exposing the crimes being committed. People and groups like World Central Kitchen, MSF, UNRWA (I started that after the US government ceased its contributions and it became very obvious the allegations against it were unsubstantiated and very likely a pack of lies), Owen Jones, Democracy Now!, The Majority Report, The Guardian, and The Intercept. Even liking the videos they post and subscribing to their channels help them if you can’t give them money.
      There are many who do more, often much more. Do what you can. It’s better than doing nothing.

      There were 3 Democrats and 15 Republicans who held on to their convictions, and refused to vote for the mind boggling $95 BILLION "foreign aid bill." The 3 Dems who voted against it were listed, but not the names of the 15 Republicans. I've been trying to find out who stood strong and didn't cave.
