Basically, it wanted to be captured by the Team and ultimately freed from the Reach's control.

Likely they jerry rigged some sort of link up with the Reach when Green Beetle was tampering with it. Maybe they only restored certain systems because they didn't fully understand what was wrong with it in the first place. They likely didn't guess that the A.I. had develop a certain level of free will while it's connection was severed.
The Blue Scarab is intentionally being ineffective at its job because it does not want to follow the Reach's orders Ted Kord is a badass, he fought off Deathstroke AND Sportsmaster at the same time. They only beat him because they blew up the building.

On re-watch, that wording about "no known" counter to "this specific combination" of magic and technology sounds like an entity following orders...and doing absolutely NOTHING more than its orders require. No creative attempts to come up with a novel way to escape; there's no known way to escape so give up, nothing I can do, so unfortunate.

I didn't get that until this year either. I thought the Scarab being put on mode meant the Reach had complete control of it.
