      They actually had to go about it this way; Pena never tagged the runner or the plate, so they had to tag the base before the next pitch in order to have an appeal to challenge. The 20s in order to challenge started on the appeal. The mound visit did not constitute a new play.

      @@GokuFan98 that's how base running errors are reviewed...
      More specifically, missing home plate has it's own rule: 5.09(b)(12)
      (12) In running or sliding for home base, he fails to touch home base and makes no attempt to return to the base, when a fielder holds the ball in his hand, while touching home base, and appeals to the umpire for the decision;
      In this case, on appeal the runner was called safe, and the appeal was reviewed (immediately I may add).

      But even after the safe call, if the player had gone back to touch the plate, they wouldn't have been able to appeal. The reason Burnes stepped off of the plate and threw to home was so that the catcher could step on the plate and effectively get the force out at home. If the runner had touched the plate, even after being called safe, there is no grounds for appeal because they still have to have the ball while touching the plate to record the out.

    I disagree that it's a loophole. The challenged play is not the runner failing to touch Home. The challenge is the appeal, which the umpire missed for a completely fair reason. Replay was implemented in large part to help get correct plays that umpires cannot get correct in real time because of unpredictable demands placed on them. The missed call was the appeal play. Replay got it right. It's not a "bug" in the rules. It's a feature.

    Yah Moncada should of stepped on the plate again just to make sure. But once the ump calls him safe, there’s no need to step on the plate again theoretically. It’s like when there’s an outfielder diving for a ball and the base runners are instantly looking to the umpire to make a call of catch or no catch. The play can’t be reviewed because it was dependent on the umpires call in the first place, so the call should of stayed as safe.

    First off, the plate umpire under original MLB mechanics will signal safe whether he sees the runner miss HomePlate or not. By rule, the runner is considered safe when he passes the base or plate unless properly appealed. Mechanically, the umpire will pause slightly and then signal safe. It may be possible that in his peripheral vision he saw the plate while trying to avoid deflecting a live ball.

    Dear Joe Torre, The key part about this situation is that Moncada misses home plate but the umpire says he is safe. So Moncada has no reason to touch home plate if he thought he missed. If the umpire had not signaled safe, Moncada would have touched the plate. If the umpire signals safe, challenging if the plate was missed should not be possible.
    Brilliant strategy by Counsell by the way. The umps got it right, but your rules are wrong.
    Or maybe I'm wrong and what you want is every player touching home on a force to run through the plate and come back and touch it again just to be sure.

    I think Milwaukee has a case. While they can’t go to replay after the mound visit, using the appeal creates a whole new set of scenarios because your reviewing the appeal. They should maybe clear this up.

    But was it a loophole? Did Counsell actually initiate a challenge? I think not. That would almost certainly be denied after a mound visit. I think he just inserted enough doubt that the umpiring crew decided to review the replay at their discretion.

    End Result: Moncada out at home. Brewers knew the rule book to a T, when the writer did not. Brewers made their objection and Moncada never touched home in the first place. Is it a loophole that should be closed? Maybe, was Moncada out, yes.
