@@SeeYaDude Back in the day...about 55 years ago when they would hang the tarpon up at the Bayshore Marina we would catch little tarpon (or just hook up) fishing from the sea wall. Once in a while there would be a juvenile goliath under the Platt Street Bridge but mostly snook, trout, reds...and all the rest all up and down from downtown to ballast Point. I moved to GA about the time the law prohibiting seining in the bay. "Bout 23 years ago.

No permit required to fish tarpon? Looks like you are in the inter-coastal area in Pinellas. Or on the way out to Tierra Verde.
No permit needed for tarpon as long as you catch and release, you need to purchase a tag if you want to keep one
