I believe so. PAC at that time had unbelievable hand and foot speed and power great chin. Yes Valero hits realy hard but you need to his Pacquiao more than 1 to really put him down. Unless it's a well placed power punch that he couldn't see. I think Pacquiao smoked Valero 9/10 time. Valero can definitely also win with 1 power shot.
