Yes. With multiple sessions you can achieve natural fuller lips. We just don't recommend doing it all at once. Kylie probably had multiple sessions and might have a few here and there to maintain her look.

There are many variations in Caucasian people too. I think it is important to tailor the procedure based on consultation rather than generalisations.

Thin-lipped Kylie Jenner certainly went from thin to lustrous, so I don't know why this Doctor is saying it is unachievable.
