Yes you are correct the metal part of the noose (compared to the all rope method the yanks use) would dislocate the spine in the neck,it actually mattered what side the metal part of the noose was placed on the neck by the hangman.

Hanging, I believe is no longer mandatory for certain crimes, but discretionary in Singapore. Must give defence counsel sleepless nights.
