I mean having 240xp is just I don't understand how he would have this much gear. Especially in city 76. Definitely a CHEATER.

Nope can't do that. Single person can't finish whole club levels. And if you can't donate enough other can not like that so will think about club in future if there are multiple peoples
You can check my old videos when I started I had all by spending money and due to update on game I lost my account and they were not able to recover my account and then someone help me to get this gems. I don't know the method but it helped me
