Corruption in this country is organized just like any other country with these issues. Police, judicial, attorney general's, basic county entities, etc.
DOJ should investigate the Saint Paul police department. I have stories too. I've never had a bad encounter with them but male friends and family members have had numerous bad encounters with officers.

If communities took the same level of outrage when all crimes are committed in their neighborhoods, we could get some real crime reductions in America. I'm all for community policing. Most times friends and family can stop crimes prior to happening.
