God I hate seeing how some make fun of the guard's walk, I think that should be seriously dealt with. That's very disrespectful, the royal guards aren't just regular soldiers. The sign clearly says not to touch the reins so that means not even the horse. Looks to me he was being as patient as he can and you can see his hand's movements was trying to calm down the horse. If I wanted a selfie with him I would of at least respectfully ask him first if it would be okay as long as I don't touch him neither the horse. The police are MOD police Ministry of Defence as Horse Guards is a working military barracks . They are Not there for show but for security reasons in case of any suspected terrorism which is why they are armed and for public safety . On military ground they can arrest , outside the gates is public street under Westminster council , so they (MOD ) can detain someone but have to involve MET police for an arrest .
To be honest it not before time,and still a rare occasion. Considering there's usually 5/6 of them in the courtyard at any one time wandering about the tourists get away with FAR to much.

The tourists are so relentless and it never stops. No-one is allowed to handle K9 units so why should it be any different with horses, especially as the King's Guards and horses are working! There's no reason why tourists couldn't be required to be 2-3 metres away at all times. The horse was very patient but I understand why they do bite sometimes!
