Simple. Add a gradient map or solid color adjustment layer with your desired color/color range. Invert layer mask and with white brush paint over the hair. Set layer to soft light or hard light. Adjust opacity and underlying layer sliders as necessary. Depending on the image and color you are trying to obtain you might need to add a black and white gradient map layer to the hair first and then color on top of that with the gradient map/solid color adjustment layer. Going from gray hair this step wouldnt be necessary but if the original hair color is something different it might be best. You can check my channel for some examples. I dont do tutorials but speed art videos but u can slow it down if u need to see something closely.

I actually had to change my bleached grey hair to black for my graduation photo. I have no access for hair dye right now and the nearest one delivers like 5 days later and i need it 2 days from now. lmao
I guess this goes a bit beyond photomanipulation, but you need to define the hairline on the forehead so that they can blend in realistically, with some brush strokes
