The NOPD bonuses happened while over 60 NOPD officers were comitting payroll fraud. I also believe millions were spent on new NOPD take home vechicles. Conflict of Interest. The mayor & vappie are currently violating NOPD Operation Manual Chapter 13.38 paragraph 1-5. The new superintendent should have already done something about it.
