Something I'm surprised nobody else had mentioned, Roland's phrase 3 is based off of Beethoven - Sonata No. 23 Appassionata 3rd Movement.
When listening to both you can see the similarities.

To answer this...I have to plead guilty and admit that Gone Angels is one of my favorite pieces of music to accompany a story. It plays at one of the most important fights of Library of Ruina. The entire scenario leading up to this very moment, and everything that follows it is expertly handled. To describe my love for Gone Angels in full--to someone who hasn't played Ruina--would be a disservice to the game. For one...I'm not the best at explaining, so you'll have to forgive me.
But...since I'm not sure you'll play it anyway...Spoilers for the last act of LoR below:
The song itself is the final phase from the final fight between The Library (your dudes), and Roland (the man who has been there helping The Library since the very beginning of the game). For this fight, Roland seeks revenge on the AI Head Librarian; Angela (the other protagonist who welcomes Roland to The Library). Angela's goal is to kill Roland, and earn her freedom from The Library, becoming human in the process. Both of them are very reluctant to commit this act, as both Roland and Angela value the other as a friend. Still...it's how the world they live in works...it's how The City works. It's an endless cycle of death; a cycle that Roland and Angela have both been a part of for their entire lives.
On a semi-related note, it's pretty clear that many talks of books, shelves, or other references in these Mili songs are in direct references to the game's dystopian world, and how it's run. To keep things short and sweet; when a lyric references a book, it's often a metaphor for people. This carries over between pretty much every piece in the soundtrack.
Gone Angels is sung from Roland, to Angela. It is the the climax of this fight--it's do or die. Roland is at his lowest, his most desperate, most enraged, and most distorted. His mind flooded with conflicting, extreme emotions. It's a song and battle of overflowing betrayal, hatred, sorrow, and regret, all directed to one of the only people in Roland's broken life that he grew to care for. Even if his intent from the very beginning was to kill Angela, Roland still regards her as a friend.
Regardless of the outcome of this fight, Roland doesn't have the time to mull over his victory or his loss...
*"Though it may hurt today, tomorrow I'll be heading my way."*
All of this deep internal struggle wrapped up with a lyric that's reflected in a quote Roland says often throughout the game's story:
"That's that, and this is this."

The Reverb Ensemble and the power of friendship~ Though they were the antagonists of Roland and Angela's story, they were very much protagonists of their own story. Coming together with their common interests, no intent to backstab each other unlike other villain groups, and a lot of them sharing the same pain and hatred towards a specific character. Truly, an interesting bunch ensemble~
Always nice to see you reacting to some of the fan favorites~

Sun and Moon still remains my absolute favorite song from PM games. Just hearing it doesn't make it justice, hearing it in context while playing LobCorp is a completely different experience. After 50 ingame days (likely looped multiple times) of suffering, you are finally to the end. It's over, you have done it. The Seed of Light is complete, your role is finally over after 10 thousand years. It's time to finally spread the Light and cure everyone. And as the last day plays out, THIS starts to play. It's just.... something that has to be experienced.
Not to mention, the song kinda mirrors the entire game in a way. It starts low, almost like it's hiding. Then it bursts out in a strong, hopeful tone......and immediately after, it disappears into nothingness. You'd thing it was a song specifically made for the game instead of a royalty free track from a third party studio who had no connection to PM

One of the mechanics of the game is called the level of emotion, which depends on how intense the battle is and is normally what controls, among other things, the phase change in the music, so the instruments become more intense the more challenging this is. present, although bosses have their moments to raise the stakes and make it clear to you with what you hear.
In other things Sanctuary gives me chills even today, it gave me the same chills in Lobotomy and when I played Library.

What you mention about Mili's piano versions is the Key Ingredient anniversary album, which are basically remixes, remakes or even sequels to the original versions, depending on how you take the changes.

The name of the song is deceptive. It represents the characters played by us (The villains), but now we became the good guys, and we must defeat once and for all the Reverb-En-Dist. This theme represents us, not the Ensemble. Also, Gone Angels is the Fourth Phase of "Roland Boss".

"The Reverb Ensamble Distorted" sounds like that because:
    endgame spoilers ahead
    .
    .
    .
    .
    .
    .
Basically, the mc was in a really hopeful and good mood when this song plays, basically...
This song is actually about the protagonist and it plays when you fight with the villian team called "reverb ensemble" so it got named that way, and "distorted" is used to called a phenomenon in the story when someone accept their deepest selfish desire and transformed into a monster, basically. The reverb ensemble were people that went through exactly that, so it's just that they distorted and doesn't really mean anything to the song.
This game's theme is about the ugly cycle of the "cities" where someone that got hurt, hurt others for how much he got hurt, then those others hurt others for how much they got hurt and it just keep going on and on, an exaggerated satire of our real world. And our protagonist is one of them, seeking vengeance upon someone, wanting to inflict the pain he got to someone who, he knows, doesn't deserve it. But at the last moment, they realized that they are just continuing this ugly cycle of the city, even though they don't actually want to. So they decied to not lett their hatred for each other control them, they chose to forgive each other instead, they are the first people that don't follow the city's ugly cycle, and so, this is the first song with such an upbeat and hopeful tone, the first time hatred doesn't blind the protagonist's eyes. (that was intentionally cheesy)

Allow me to explain the order.
    HEAVY SPOILERS AHEAD:
    .
    .
    .
    .
    .
    .
    .
    .
After you defeat the Reverberation Enssemble from last time.
Roland, the co-protagonist of the game, reveals his plan of waiting until the last moment before Angela got her goal to take it away from her, and turns into your enemy, his fight consists on the 3 phases of Roland Boss, with Gone Angels being his 4th phase.
After that if you take the right choices of Angela forgiving Roland and Roland Forgiving Angela for what they have both done Angela will go sacrifice herself to basically restore the lives of all those who have died in the Library up to that point.
In there after battling her own internal conflicts (and something else) she finds enlightment and the strengh to go through with the sacrifice for the sake of others. This is where Sun and Moon plays, is a Lobotomy Corporation song, but is played during this moment in Ruina too to hammer the point She and the protagonist of the last game are both being the ultimate selfless being in that moment.
After that Sanctuary plays, while the City is bathed in Light, the light that will give them hope of a better future.
During that, We killed the Reverb Ensemble before, but thanks to Angela's sacrifice everyone is reviving, including them, they show up in Distorted (basically monstrous) forms to try and take the Light for themselfs a last time. The Theme sounds heroic not because is their theme, but because you're battling them, and for once you are the hero of the story, not baiting people to their death but saving them.
I hope this clarifies some of the things.

I disagree on the Ensemble here. They are heroes of their own story and most of them have genuinely good intentions. Elena, Tanya and maybe Greta are the only real exceptions while Bremen are genuinely insane. The rest are being just as selfless as the librarians you're fighting, you simply don't agree with their ideas.

I know I’m a tad bit late but the reverb ensemble distorted (to me at least) seems to be a victory lap for them. They’ve basically gotten a massive leap in power in lore, so it’d only make sense to celebrate that with a more upbeat song. Now sadly for them their victory lap gets cut short by in game balancing, but if they didn’t it would definitely be their victory lap.
