StreetPass Mii Plaza - Warrior's Way/StreetPass Battle - The Biggest Army Vs. The Smallest Army

Everyone knows that the max amount of soldiers you can get is 9,999,999. Gaining more soldiers by winning battles will not increase your army count if it's already at that number. But what about the lowest amount of soldiers you can get?
That's the question no one really cares about but me, so I wanted to try and see if I can lose all of my soldiers on a different save data. However, there were some complications where I think you really can't lose any more solders after a certain amount. This is already a hard thing to do, plus it is repetitive and difficult so I'm going to keep this and maybe play around with it some more.
So the issue is that once your army count is below 20, every time you lose a battle, only a single soldier leaves since you lose 10% of your army per loss. The only way to not get as many soldiers as possible is to StreetPass someone who has just started StreetPass Mii Plaza on a completely new save data with no one but them in the plaza. Getting a StreetPass from that 3DS specifically is difficult, but it will make sure I only get 1 soldier added to my army count per game. But since I'm below 20, the soldier I gained from StreetPass will be gone once I intentionally lose the battle from the main story. So I'm basically stuck at 19.
But I had the tools to fortify the castle, which improves your castle rank, plus requires use of your soldiers to improve your castle. However, another problem is that if your army count is lower than the minimum amount recommended to build your castle, you'll have to gain soldiers first until you get past the recommended amount of soldiers to build your castle.
For example: Improving my castle to rank 2 with the army I have requires 12 soldiers. But the minimum amount of soldiers you can have to fortify your castle is 21. If your army is below 21, you cannot fortify your castle until your army increases to 21 or more. So I got to 21 and sent my 12 solders to fortify my castle to get my army all the way down to 9. That is the best I can possibly do and I think that's the least amount of soldiers you can have.
I wanted to see if going down to 1 is possible, but now I don't think it is possible to do unless you modify the army count through cheats. It was worth a shot though.
