From the early 30s - constant territorial demands of neighbouring countries and threats of War. 1938 - crystal night (before that many years of attacks, violence and discrimination); 1938 - Austria Anschluss and Czechoslovakia taken. To say that Hitler was not extreme (!) in the thirties and then “suddenly” in 1939 he started a war is naive and rewriting history. Everyone knew he was a ruthless dictator (not for his loyal german people of course) and a threat to all his neighbours since at least 1934!
I get your point but The 1936 olympics were held in Germany. Countries could have boycotted it....they didn't. It ended up being an impressive event. The point I'm making is there were, at least, mixed feelings as to how bad Hitler was.
