that is body seam sealer. it is put over an area where panels come together. it needs to be there. you can dig it out and replace it. readily accessible at many suppliers and easy to use.

Have it media blasted and use a etch primer then a good primer then sand and pain then use a seam sealer

J_Moffitt so you can use just epoxy primer after media blast then sand and prep for paint then use seam sealer then paint

@@j_moffitt yeah just like me I could never do what you do as far as being on a cam and showing my work . Just picked up my hypertherm 45xp today cant wait to play with it still deciding on building a falt deck on my Dakota or not poor thing is just rusting away and if I build one it will be a one time deck unless someone else has a older Dakota quad cab they wanna throw it on

@@j_moffitt well I'm not a welder by any means so really dont need more then a 45 probably could took the 30 off ur hands im a concrete guy but love to weld and build I just cant see myself going threw school I like working on vhicles also again dont wanna school I'm a busy bee learn by mistakes move on keep on keeping on rather be a slack ass of all trades master of none . Its called seam sealer were metel meets to keep it water tight automotive seam sealer
I owned a body shop that stuff is seam sealer

I would just clean off the rust and put a good epoxy primer on it and leave it till you are ready to paint the whole truck
You can also spray the soapy water on the application tape to soften the glue so it will come off easier.
I'll second , third or fourth the Seam Sealer on the drip rail on the dodge.

America love my country and just peel away all the old seam sealant and paint it
Absolutely do not put any epoxy as the stuff has no poors and will generate more rust in like years. That rubber seal that was their idea caused caps to rust bad, real bad, so use rust encapsulator after its clean clean. Then the undercoat and guide coat to smooth out. Half ass attempts on this will bite you. Once your happy with the finish sanding and most guide coat has been hit showing the highs and low spots and when its up to your specs, I would do base coat/clear coat for the seal for eternity or mind changes you can look forward to years of satisfaction. Until my square body twin boom 4X4 went through a forest fire the paint looked new for golly, at least seventeen years with one exception as it got some scrapes and I just wet sanded the clear and reshot it just cause I could.
