All For One didn't take more quirks because he's on a time limit. He was originally going for Tokoyami's quirk but Hawks got in the way. That's why All For One told him to move, he's already worked hard enough. Then when Mineta tried to take a stand against All For One, he had the flashback of Jiro. He was acknowledging that they stand up for each other. And more would stand up to defend Tokoyami. While it wouldn't take much effort at this point, he also realized he has been underestimating the heros and it was just better to not waste time.
AFO is also smart enough to know he needs to understand/train some quirks. Imagine he takes dark shadow and it just rampage around wasting his remaining time
He took Hawk's QUirk because he had him already.. and WOULD have taken Dark Shadow... but he was so taken aback by someone as seemingly weak as Mineta facing him like that... and I think deep down that scared him: the idea of "weak" people facing him even though they can't do anything is something he can't get his head around. He used his time limit as an excuse... but I think deep down Mineta was "freaking him out" there; not because Mineta could do anything to him... but because he COULDN'T be still had the nerve to do that...
My take is that AFO didnt take more quirks coz he realized he is rewinding faster and faster based on injuries(Hawk´s last attack made him realize what triggers his rewind) and to be quite frank none of those quirks are worth his time and possible resistance that could rewind him faster. I was personally even confused why he d waste his time on Dark Shadow when his opposition is stacked on light based quirks (Endeavour, Dynamight, Shouto...sure some of them are out of commistion but AFO doesnt know that)....if anything the one quirk that d make sense to take is Shinsou´s as it has a nice surprise effect, but that is probably my bias towards that quirk. Also, and this is something that Horikoshi never fully explained, but he did often highlight that certain quirks are not compatible with the person. E.g. Spinner or even Aoyama´s received quirks were not fully compatible with their body. Or even OFA was a quirk Midoriya had to - get useed to and train into before being able to utilize it fully. I d assume AFO knows which quirks are and are not compatible with him after decades of trial and error but I dont think this aspect was ever fully shared with us, but I am pretty sure it is an aspect that AFO takes into consideration when picking his prey.

AFO with dark shadow would be diabolical work. Imagine being able to unleash his full power without worrying about being overwhelmed by him.
