its not the card, its optimization issues. This game was built on 1000 series. Hell my ultrabook with ati intergrated graphics gets better fps then my 1060, lower res, but fps is 40s to 50s, on my 1060 its 30's from high to low.
1080p 60fps is still what you can target with a 1060 6gb on newer games (like in my case Ace Combat 7, Far Cry 5 and even the unoptimized mess that is Watch Dogs 2). Cyberpunk just has shit optimization that needs to be fixed (even high end GPUs have major problems).

Turned down crowd npc levels, turned on FidelityFX and set resolution scale to 90, That alone gave me a massive fps boost. This game needs optimization bad, it clearly wasn't ready. How it went gold and they released it in the state it's in, especially on base ps4 and xbox1, is baffling.
Fedility makes the game blurry tho as it renders as a lower resolution, the FPS bump is great but it just makes the game look so much worse. If you have an RTX card turn on DLSS
This game so far seems like it looks good on every system unless you gave anything earlier than a gtx 780, which at this point if you wanna run modern games you shouldnt

My GTX 1060 max Q design works quite ok, but my i7 7700 HQ (3.7 Ghz with boost) seems to be a bottle neck because it runs always at 100% so I can't push the GPU at 100%. Is someone here have the same issue with this processor?

Take a look at the RX 5700XT benchmarks on YT. This game is poorly optimized as of today.

That's another problem. Game is withholding Ryzen performance. With an easy trick, you can increase from 30-50% to 80-90% of CPU usage.
