According to the analyser, the only available words with 3 new letters after DECOY are BEEFY/FEELY/SEELY/SELFY/FEYLY/JEELY/MESHY/SELKY/SESEY/YEUKY. Lots of really obsolete/obscure words, funnily enough SELFY and MESHY would have been accepted tries, eventhough Mark decided to discard them.

Telly and Welly are Britishisms. They might be accepted as guesses, but would not be solution words in the American English used by Wordle.

I'm sorry to report that WELLY isn't a word with which we Americans are very familiar, so it's very unlikely to ever be the answer.
