If you get a roll of tissue paper take the carboard out it then put it in the ballon before you fill it. (You probably wouldn't need a full roll, if you tear up the roll a bit it will help) The paper should fall part and freeze in the water making the ice much stronger. This is a great way to show how composite materials work the paper reduces the fracturing of the ice.
