On the arms, there will be a + - marking, in that you can insert an Allen key, and adjust the spring loaded screw, I think as you do do the - side, the arm will become lighter and you'll be able to move it up and down.

I had a 27inch monitors on top, and 15.6 inch laptop. The laptop wouldn't go all the way back. It's mentioned in the end of the video. 😢

My problem when I pull the monitor down it goes up
You have to loosen a screw that is in the arm socket, articulated, look for it and see what you can find.
Loosen the screw just right, then we'll be able to move the monitor up and down with a gentle push
